The percentage is tied to a published table that maps diesel (for Ground) or jet fuel (for Express) prices to a surcharge rate. FedEx uses the U.S. Department of Energy / EIA national average on-highway diesel price, takes the value from the first business day of the week, and the new rate takes effect the following Wednesday, running through the next Tuesday.
